Has this landing pitch-over problem been fixed - or is it just me?

It was not just you ... Had the same "tires go underground after landing" issue. A shame, as it's a most excellent freeware plane.
So I had a look and I think I've fixed the issue !
Here's how : make sure MSFS is not launched, go to your Dragon Rapide folder, look for a file called flight_model.cfg ; the path to it should be something like [Dragon Rapide folder]\SimObjects\Airplanes\Rapide\flight_model.cfg
Open this file with a text editor, look for the [CONTACT_POINTS] section.
Replace the whole CONTACT_POINTS section with :

Worked for me - many thanks! However - I found the dh-89 quite "squirrely" - and almost impossible to keep in a straight line on the take off run. I'll revert back to the old cfg and see if it was like that before. At least I'm no longer writing off the aircraft every time!

I indeed made a couple other fixes in the section, but they should have no effect on the behavior when rolling ; wasn't it simply a gusty crosswind ?
But if indeed you witness a difference, here's what you can try : in the original flight_model.cfg fle, only replace the "point.1" and "point.2" lines with my suggestions.
What I've changed on these is replacing the 12th and 13th parameters (gear extension and retraction times) to zero. These should be ignored in a fixed-gear plane but they cause issues instead, like the one we suffered from.
Genius!!! Landing was perfect - and not too twitchy on take off roll. This was with just those two values changed. All my tests are with zero wind, BTW. One problem though - the tail now sits slightly below ground level - well past the tailwheel!

Ooh I see why, the point.0 needed its fix too ... So there are three lines that do have to be replaced.
