Never seen this before! Does anybody knows how to fix it?

I think it's related to the dual pass render checkbox in the config program. Make sure that box is not checked.

Yes, it is most likely Dual Pass Render.
cfs3config enables it by default, but for shaders to work properly it must be unchecked (start cfs3config.exe, choose in the menu File -> Custom Settings..., click OK, then Window -> Overrides).

Thanks fellas it worked but FPS drops significantly. Maybe its all about my system.

CFS3 is hard on the CPU . The better the speed of the CPU the better the fps.
